Philippine Catholic Schools Standards-Basic Education (PCSS-BE) Second Edition positions Catholic education within the Church’s evangelizing mission, ensuring that formation, instruction, and governance reflect both pastoral priorities and educational excellence. By fostering shared accountability, data-driven improvement, and ecclesial collaboration, the PCSS ensures that CEAP schools remain authentically Catholic, educationally excellent, and socially responsive to the signs of the times.
What Stakeholders Can Further Commit:
1. School Board
a. Adopt the PCSS as the official quality assurance framework through a board resolution.
b. Integrate PCSS benchmarks into the school’s three-year strategic plan and annual operational plan, with specific key performance indicators (KPIs) for Catholic identity, governance, and learning outcomes.
c. Allocate a certain percentage of the professional development budget for PCSS-related formation and evaluation activities.
d. Review annual progress reports on PCSS implementation and use findings to inform policy and resource allocation.
2. School Leadership (Administrators and Principals)
a. Conduct an annual PCSS self-assessment using the official rubrics, and submit results to the diocesan education office and CEAP region for benchmarking.
b. Designate a PCSS Coordinator or Team to monitor alignment of curriculum, formation, and operations with PCSS domains.
c. Implement at least two measurable improvement projects per year based on PCSS self-assessment results ( strengthening Catholic formation program, enhancing student engagement in service learning, etc.).
d. Include PCSS alignment as a criterion in performance appraisal and school accreditation reports.
3. Faculty and Staff
a. Participate in at least two PCSS-focused formation sessions or retreats annually to deepen understanding of Catholic identity and pedagogy.
b. Integrate faith-life connections explicitly in at least one lesson plan per subject per quarter, documented in teaching portfolios.
c. Collaborate with colleagues to design one cross-curricular or pastoral project per year that reflects PCSS indicators of holistic formation.
d. Engage in peer observation or mentoring that highlights best practices in faith-integrated teaching.
4. Diocesan Leadership
a. Institutionalize a Diocesan PCSS Monitoring and Support Program, ensuring all Catholic schools conduct a self-assessment at least every two years.
b. Align diocesan pastoral priorities with school programs through an annual pastoral-education conference with school heads and campus ministers.
c. Designate a Diocesan Education Delegate or Committee to provide technical and spiritual support for PCSS implementation.
d. Include Catholic school updates and outcomes in the bishop’s annual pastoral report to emphasize education as part of the diocesan evangelizing mission.
5. Regional Leadership
a. Organize an annual PCSS Implementation Forum where schools share results, innovations, and best practices.
b. Develop a regional database of PCSS implementation levels and provide benchmarking reports to member schools.
c. Offer at least three regional formation programs annually for school heads, teachers, and board members focused on PCSS domains.
d. Recognize exemplary schools through a PCSS Excellence Citation to promote continuous improvement and collaboration.
By embedding the PCSS into policy, practice, and formation, each stakeholder, from the boardroom to the classroom, takes concrete responsibility for ensuring that Catholic education remains mission-centered, quality-assured, and future-ready.
